While Weir are born with the ability to shift from human to wolf, when they are infants they have no control over this. Usually, a basic ability to shift at will comes at approximately toddler age, with instruction from the parents and many lessons.
In these years, shifting is also an inconvenient thing that happens when the Weir is under high stress or as the moon is full. With time, the Weir learn to control this and become master of the wolf they carry within their self.
